TWiki.org changed from ?skin=rss parameter to no parameter because of the VarCachePlugin.

There is another reason: Usability. People following the WebRss link just see gibberish. In the past I got a few "bug" reports on TWiki.org.

Detail:

1. WebRss in all webs need this at the end: 

%INCLUDE{"%TWIKIWEB%.WebRssBase"}% <!--
   * Set SKIN = rss
-->

(notice that the comment start needs to be at the same line as INCLUDE)

2. TWiki:TWiki.WebRssBase needs to be carried over to Dakar

3. All references to WebRss need to be fixed.
