On the page TagMePlugin, the default setting Set ALLOW_TAG_CHANGE = %USERSWEB%.TWikiAdminGroup does not work. Clicking on the TWikiAdminGroup link on that page shows the group page, allowing one to confirm who is a member. But those members of that group still do not have the right to delete a tag. I was able to get rights to delete a tag only by changing the setting on the TagMePlugin page to %MAINWEB%.TWikiAdminGroup.

Overriding the setting in the site preferences in Main.TWikiPreferences with the %MAINWEB%.TWikiAdminGroup was ineffectual -- I was forced to change it on the plugin page.
