Current behavior when you create a new web:

if based on a TemplateWeb (web name starting with underscore), all topics are copied
else if based on a regular web, only system topics starting with Web* are copied

This behavior is only documented in the code, not in the user docs.

I do not see a need to copy only the system topics. A more common use case is to duplicate and customize a whole web, say a project web.

This item tracks the change for the new behavior:

All topics are copied, regardless if new web is based on a TemplateWeb or a regular web.
