WEBLIST{...}'s
format
parameter does not recognize
FormatTokens, which is inconsistent with TOPICLIST{...}.
WEBLIST{...} needs to.
$listindent
$indentedname
doesn't help to make an indented bullet or numbered list.
$listindent
is to be introduced for that.
$something starting with $qname, $indenteditem, $marker
There might be cases where you need to use something like $markerone or $qnametwo.
The $marker part of $markerone was replaced with the $marker value and the $qname part of $qnametwo was replaced with the $qname value.
This does not happen with $name and $web, which is inconsistent.
$qname, $indenteditem, and $marker need to behave in the same manner as $name and $web.

I recommend to use a descriptive title, such as
WEBLIST with format tokens in format parameter
