ActionTrackerPlugin always gathers up mails from WebNotify throughout all webs. This is not always useful and even causes problem when we have thousands of webs. I introduced an option "$TWiki::cfg{Plugins}{ActionTrackerPlugin}{GatherWebNotify}" to switch it on/off. This option is turned on by default.
