PreferencesPlugin assumes that there is no HTML form on WebPreferences. If an HTML form exists, the plug-in malfunctions. You may customize %SYSTEMWEB%.WebPreferencesHelp and put an HTML form.

To cope with that situation, PreferencesPlugin needs to suppress %INCLUDE{%SYSTEMWEB%.WebPreferencesHelp}% on WebPreferences when the "Edit Preferences" button is clicked.
