gendocs.pl has the following shortcomings:

CPAN modules are subject to topic generation but gendocs.pl doesn't expect them. For example CPAN modules don't have the ---+ package PACKAGENAME line. So CPAN modules should be excluded
There are TWiki .pm files having a ---+!! package PACKAGENAME line, which is not properly recognized due to !!
The last line of TWiki.SourceCode, "There were a total of XX smells" looks like a part of the last section. It needs to stand out from the last section of SourceCode
