Detail

tools/tick_twiki.pl goes through all webs and removes expired lease files. There is no harm in trying to remove expired lease files of read-only and mirror webs but that's waste of CPU and I/O.
So tick_twiki.pl should be enhanced so that only webs writable locally are subject to processing by tick_twiki.pl.
