On a freshly installed TWiki (from svn), the Sandbox and TWiki webs display the message Warning: Can't find topic TWikiTipsOfTheDayInclude -- TW

sounds like you don't have the TipsContrib installed? otherwise, this looks like a duplicate of Item759 -- WN
