CommentPlugin recommends adding local comment templates to TWiki.UserTemplates. However, I've tried this several times with new installations and comment templates added to TWiki.UserTemplates are not being recognized. Perhaps it's just an error in the syntax for including templates but I couldn't get it to work.

Actually, there was a bug. As CC found in reponse to my pleas for help, the %TMPL:INCLUDE(UserComments?}% at the end of CommentsTemplate had one round braket instead of curly. Corrected SVN 7352.
