The title is not specific enough. Variables such as %TOPIC% in an included page are evaluated when using %INCLUDE%, but not variables you define in an included topic. While I agree that this should work too, it needs to be defined how variables get merged/overloaded if defined in including and included topic. Also, the current behaviour is that the including topic inherits the variable settings of the including topic. This is a useful feature that should be retained. Some more neural cell activity is required to figure out an exact spec.
