Blank ALLOWTOPICVIEW test

According to TWiki:TWiki.TWikiAccessControl, when ALLOWTOPICVIEW, ALLOWTOPICCHANGE and ALLOWTOPICRENAME are set to blank it will prevent anyone (expect superusers) from viewing, changing, and renaming the topic page.

However, this does not seem to be the case. Here is a demonstration:

• Set ALLOWTOPICVIEW =
• Set ALLOWTOPICCHANGE =
• Set ALLOWTOPICRENAME =

As you can see all three values are set to blank. However, anyone can view, edit and rename/move this page.
