We have a maximum length of 256 characters for the attachment comments. Is there any technical reason for this limit? If not, why do we keep it?

No technical limit, but a very practical limit. An attachment table looks very ugly if you have a very very long attachment comment.
See example below. Sorry, can't do here, there is a config error that prevents one from attaching files.

It doesn't look so great at small resolutions, but with modern size desktops (1024 and up) I agree it should pose no problem to remove the limit.
Installations that intentionally use very long comments could rewrite the skin to have the comment use a whole line / <tr> by itself.

Although we neglect laptop users, I am not opposed to remove the limit if this is the wish of the community. This is a good example where we need input from a users group, e.g. less developer centric decisions. Developers typically have large screens.

Although we neglect laptop users - I'm a laptop user, and I have a 1024X768 resolution screen, same as on my desktop. That's pretty much the norm these days. The users we neglect - if any - are phone and (some) PDA users.

I have a laptop with the same resolution. Anything more than a 256 char comment blows up a table, which makes it look quite ugly.
